When I rode this in the past it took 4 1/2 hours; now 7.

the replaced sleepers have had to be replaced again / ok who got paid for the first set ? and where is the cash now?

It will get faster as the track is bedded in

There have never been sleepers on this train.

Yes I realize that now.  I thought you were referring to rolling stock.  You referred to the "first set" which could easily have referred to set of equipment.  
Will more track work be done?  And why start up a train before the work has been done?  35 mph!
