I can confirm that one can freely convert pesos to any other currency in Brazil. The fist exchange booth in Rio agreed to buy pesos and sell dollars for them. The rate is bad though - 7.0 ARS/ USD. Still, I was happy to get at least anything.

I can confirm that neither Banco Ciudad nor Superville Bank sell gold, at least to non-residents.
