You could also buy another sim. I have had good luck with movistar. Recently though I have T Mobile which is free international roaming and 50 cents a minute for any calls. But you are right receiving local calls is a problem

You may want to consider Airbnb. I have had good experience with them on multiple occasions. Their apartment reviews and descriptions are usually accurate. They take U.S. credit cards, and Airbnb will back you if there is a problem.
