Perú feels much much much less developed than here. For me it felt almost like central asia (think Uzbekistan). Some areas in Lima are nice but it's all surrounded by slums. Wouldn't recommend. Colombia and Mexico are way nicer.

In a similar situation I've been advised to leave and enter again with a proper category. Ended up going to Santiago for weekend shopping. Nomad visa is same transitoria category as a tourist so you are not losing anything.

Roads are safe but Santiago estación sur is a very sketchy place, watch out for your belongings.

Maybe you should have a look at other provinces, Córdoba, Mendoza, Salta? Rent will be way cheaper and you can get better quality of life overall, if you don't need all the luxuries and entertainment of BsAs.

That visa is actually quite popular among Russians here since the beginning of the war since we can't visa run (there is a 90/180 days limitation) and DNM visa gives 6 months renewable for another 6 months (theoretically... noone tried yet). If you can and don't mind visa runs every 3 months...
