Sounds like you were unlucky with those two branches. Western Union usually has plenty of cash. Use their app to transfer the money to yourself and bring your passport (not ID) for the pickup. Ton of branches around town.

I would also suggest visiting there before making up your mind. I’ve found it depressing over there. Ushuaia especially.
