    Rental cars in cash?

Only XP with Hertz they block an amount from your USA credit Card as deposit. Payment with a US credit card will get the MEP rate? Other local cars rentals may have other policies.

    Colonia Express to Montevideo

As I recall Buquebus and Colonia Express are at different Terminals. Dársena Norte y Sur. Also consider Seacat a Buquebus low-cost, they operate a jointly , and if Buquebus has space they take all seacat passengers. You pay less and end up on Buquebus. My choice always was Seacat, if available.

How much do you tip at cafes and restaurants?

1 peso 1 dollar not possible imagine a US$400 cup of coffee ..! Now if the Blue would go down to $100 pesos . A cup of coffee would be US$ 4 dollars pretty steep. Conclusion many expats wouldn't be here, rents would be unaffordable. Next

How much do you tip at cafes and restaurants?

Some privileged think in term dollars, euros, or BP. Locals obviously don't, tipping above the local norm of 10 % can create a malaise with waiters towards locals? Anyhow those that want to stick with the local practise of 10 % shouldn't judged.

How much do you tip at cafes and restaurants?

When the price of breakfast was $200 or less one would leave $20 willingly. Now that breakfast is over $800 some waiters expect $100 if no change is available .. true
