They know the difference between Argentines and tourists. Not sure they necessarily know who is an expat. What's your point? If a foreigner (usually US citizen) gives a big tip doesn't that make staff disappointed when they get much less from Argentines?

Isn't tipping over 10% a way of imposing US cutlure on Argentina? Few Argengtines can afford to tip a lot. Why raise expectations to a level that is beyond reality for Argentina? Isn't it better to adapt to local customs?

True it's not about Argentina but as there are US citizens living in Argentina on limited incomes, the video may be of interest. Argentina seems to be a haven for a lot of people. The woman interviewed in the video would be better off in Argentina it seems to me.
