Hi Katti, you`ll find rubber boots in the not-expensive-looking shoe shops (I would call them: "zapaterías de barrio").
There is one in Las Heras between Pueyrredon and Agüero, close to the Carrefour Express.

It tends to be expensive, but the happy hours are good.
I did - please don´t take the Flechabus. I had to take it to come back from the North a month ago and it was late, and a bit smelly.
The company I can recommend is Balut. Good service and comfortable seats - always remember it´s a loooong trip!.
