Dee Try using 9 11 instead of 15. I just got here a week or so ago and was having trouble dialing to people's cell phones. (I'm using what I think is a Skype-based landline) and was able to do it using 9 11 rather than 15. Let me know how it works out because I'm about to go get a cell phone...
