    That's a small part of it. My question is why were these policies so successful in 04, 05,06, 07 and not effective in 12,13,14,15 ? From 12 on the reserves have fallen, budget deficits, weak growth.

    It's a good start. I think there is probably more behind it than just not wanting to borrow more. He'll get money from elsewhere. I think it's a clever move because by not asking he's avoiding the IMF denying the loan, which would roil markets even further. Let's just hope the price he pays for...
