Any ofhters have advice? What is the best/easiest bank for a foreigner (no Argentine citizenship or residency) to get a bank account at in Uruguay?

Besides BROU what are some of the banks that are good to try to get an account at? And that do NOT have a $50K minimum?

I'm interested in organic pastured (both) meat: beef, lamb or pork. Please let me know if you have sources. I'm willing to pay extra for a high-quality private farmer who sells. Also is there any place in Argentina that grows iberico or mangalitsa pigs?

It's definitely not an international standard, each country sets its own limits of course. Many countries have only $5000, while others like Brazil have 10K in their own currency.

Sorry if I ask obvious question but why does this matter? Does anyone actually use banks to change currency here? As far as I know there are still many cuevas, don't they use the blue rate? Why does it matter what the formal restrictions are?
