During his presidency from 1868 to 1874, Domingo Faustino Sarmiento created the National Commission of Popular Libraries (CONABIP) with Law No. 419 and designated September 23 as the day to honor these institutions

Even so, CONABIP defines on its website that popular libraries continue to have the same mission as when they were recognized by the Sarmiento government: "To promote reading, access to knowledge and culture to all of society."
