The other poster, who is a Argentine by naturalization like me elabaorated a very hard and tedious process required to register oneself before one can vote. But the link given by you, makes it sound super easy and simple.

BTW,...I'm a native so I wouldn't know about the extra hoops expats have to jump through in order to vote.

That's the address of the school where you vote. Mesa: that's the table # and orden (order) your name is listed in that table's padrón. You should go to the school, look for table number 6540 and wait in line for your turn to vote. Present your DNI, they'll hand you an envelope, go into the room, pick your leaflet of choice, place it in the envelope, seal it, go back to the table and place it inside the box, retrieve your DNI and you're done.
 
Don't you need permanent residency to instead of temporary to vote? That's what I've been told before and I never thought of looking into it.

Residents can't vote on National Elections, only for local elections. https://www.electoral.gov.ar/pf.php
