Buenos Aires tops the list of 5 best cities in Latin America to live in

The list is a bit strange, the number 3 city, Santiago, has awful air quality, surely one of the criteria for livability is being able to breathe? And the number 5 city, Lima, in addition to poor air quality (lots of desert dust, apart from man-made contamination), has awful noise pollution. Even the number 2 city, Montevideo, "is recognized for its high quality in water drinkability", which certainly wasn't true a few months back.
