Hi anybody know if the customs or police are able to, or will, check up on unpaid car fines when leaving Argentina by car? (For an Argentine registered car)..

They shouldn't. Fines are a city income resource and not a Federal one. They couldn't care less.
They only catch up with you and your pending tickets when you want to sell the vehicle. Even then, fines have expiration dates (after a few years) and they might get erased sooner from the system when the databases are overloaded.

Traffic fines are given all over the Country.... not only in Capital! Read somewhere on this board that fines are checked online at borders when a non-resident wants to exit with a Argentinean plate vehicle.

The drivers registration database is now on a national basis, One can't renew the drivers registration at a new location, as before, now unpaid fines come up immediately anywhere in the country.

I just found this site where you can enter your car number plate or dni and it shows all fines you have in buenos aires... http://apps.buenosaires.gov.ar/areas/seguridad_justicia/justicia_trabajo/adm_faltas/consulta_infracciones.php?menu_id=15413
Had a few surprises there.. Haven't found a way of finding out about car fines in all Argentina though

we just went through the the border this weekend at Cardenal Samore with no problem.
