does anyone know where i can get a working second hand celular? maybe from someone who is leaving Buenos Aires and won't be needing one anymore?

Check with any of the independent phone/electronics vendors in your neighborhood. If they don't sell used phones, ask which stores do. They''re fairly easy to find in the neighborhood shops.

As for someone leaving one behind because they're moving - that's unlikely. The phones used here follow the GSM standard used in almost every country in the world, so there's no point in abandoning them just because you move to a different country.
