However, you might want to take into consideration a few things;
Each bank in Uruguay establishes how much money you can withdraw from an ATM at a time. In general, if you do not have an account in that particular bank, they will only allow you to withdraw 300USD at a time! This means that each time you withdraw money on an atm, the bank can collect fees, and so does your cc bank in the US from the most part.
It does not matter if you call your US bank (no matter which one I tried a few) and tell them about it, The US bank will tell you that you are supposed to be able to withdraw more, when in reality you can withdraw more but only 300USdollars at a time (US has a very hard time understanding this but it is the way it is!)
It does not make any difference if you walk in with an id-passport from any country, and you tell them you want to get cash...it does now work and they establish their rules
it does not matter how much money you have in the bank in the US at the time you withdraw funds, it is the way it is.
best bet, open an account in Uruguay and take that trip to withdrew your funds.
