Does the international purchases tax apply to foreigners too?

I am a Canadian living in BsAs and want to know if the new tax implemented in January applied to international purchases also will apply to foreigners. For example if I want to buy a plane ticket from BsAs back to Canada using a Canadian credit card will I get hit with the 30% fee? Any help is appreciated! Thanks!
 
What I can tell you is that I've seen ads for great airfares to Spain from here, but when I've gone to Iberia's website, I could only find more expensive fares (think 30% more expensive). I then went to the US website of Expedia and found those cheap fares. If you buy from a foreign travel agency and use a credit card from outside Argentina, you won't have to pay that 30%. That surcharge only applies if you are using a Argentine credit card.
 
The short answer - only if you’re paying in pesos.
If you’re paying in any other currency, this tax should not apply.
Some airline websites will apply the 30% by default if you’re leaving from BsAs, others will not.

At any rate, if you’re looking for a one-way ticket to Canada, doing it with an agent will probably be cheaper than online.
