Does This (Photo Attached) Get Me Past Reciprocity?

I'm getting ready to head back down to Argentina. I was going to pay the reciprocity thing, but remembered I had this thing in my passport. Once I overstayed in Argentina, and when I paid to exit the country, they gave put this in my passport. I really don't know what it is, but it says it's good until 2020. Is it a visa? Do I still need to pay reciprocity if I have this?

If anybody knows anything about this please let me know!

As far as I can remember, you pay reciprocity fee once every 10 years. But I'm sure others who know better than me will chime in soon.
