What might be the possibility of Western Union type transfers being stopped during a period of extreme changes in the value of the Argentine peso, i.e. a formal devaluation of the peso or the government imposing some type of draconian restrictions on the trading of the Blue Peso? Maybe loading up on physical dollars is timely or maybe cans of tuna?

Not likely. WU is a "giro" not a transfer. There is no actual exchange of currency. One party (WU US/EU) takes on the cash in country A and another WU Argentina pays out an amount as a corresponding agent in country B. That being said it's aways a good idea to keep a few thousand dollars in cash for rainy days.
