I am helping an Argentinian friend with some paperworks. He would need a copy of his divorce decree that needs to be translated by a sworn translator. He lives out of the country. Can I go get a copy on his behalf?
 
Maybe. But the divorce needs to be official in the registro civil along with the original marriage certificate. He may be able to assign you as his agent to pick up the document at the registro Civil but I'm not certain of this. We recently went through this process with a birth certificate. I would talk to them and ask or let him do it by phone. If you pick up a document it needs to be done by appointment only.

If decree is registered with registry of marriages, he can actually apply for the marriage certificate ( with the margin filled in confirming the divorce) online.

And he can fill your address, the marriage certificate will be sent to your address in BA and then you post it to them. You can even get it apostilled at Cancelleria - its a 2 hours process( if it has be used abroad) ; and then you post it.

To request online:
....The certificate being requested must be registered in the city of BA. Said registry cannot have been done during the course of the current year (2017). If you have the necessary data (tome, act, year, section) the request can be done without a search. If you don't have said data, an additional fee must be paid. If the process is done online, it must be paid online....
