I received this email today:

I want to tell you that we are going ahead with Operation Cold so that neighbors on the street are protected against low temperatures.
There are more than 40 mobile teams touring the city to provide social care, professional support, personal hygiene items and clothing, ensuring that they can spend the night in specially equipped places and served a plate of hot food.
Those who prefer to stay on the street also receive food and hot drinks, blankets and personal equipment (socks, gloves, hat and fleece collar).
