Hola...

I have been living in the same apartment for the last two years and seem to have amassed quite a bit of stuff.

I am moving from San Telmo to Congreso. It is not far.

I have approximately four or five large suitcases, a guitar, a cat and some heavy artwork (mosaics).

I live on the fourth floor and there is no elevator. The staircase is steep and there are approximately 90 steps to navigate.

I don't have a car.

It seems to me that I could make multiple trips in a taxi but I would really prefer to hire someone to carry the bags downstairs and to get them into the new apartment. Are there moving companies that I can call?

Look for "fleteros" - guys with a small truck who move things in BA and sububrbs. They charge for the truck and driver only, and extra for each mover. In your case, sounds like one "peon" would be enough.

For your stuff a mini truck should be under $500 pesos get quotes by whatsapp.Consider the 4 floors $40 pesos per floor for stuff
 
For anyone who pops into this thread looking for more expansive moving services, there is a company we've used twice.

They're called ABAD Mudanzas and are very good.

You literally don't lift a finger, they come into your place, take every single item and wrap in cling/wrap and whatnot, and put into boxes labelling each box along the way.

All heavy stuff - beds, table etc - get wrapped in protective cloths so to not get scratched from being dragged. Same goes for fridge and other kitchen appliances.

They have everything moving-related thought through: special wooden cupboards for warddrobes, the works. You literally simply sit around and watch (and take inventory, especially of anything expensive: even with good people you can't be too careful). They arrive at the new place, assemble any heavy stuff (dining room furniture etc), bring boxes into corresponding new rooms, and go.

They charge WAY more than you'll pay for a couple of fleteros, but if you have a household to move it's well worth it.

The red truck guy has many bad reviews - about forty - and everyone says the same things: the $100 per hour is really $500, plus he is rude, pushy, and in a hurry. I would not use a fletero unless recommended by someone I know.

If you have non-disposable stuff, it pays to get reliable movers even if they cost more. The problem is that, once your things are in the truck, pirate movers can hold them for ransom and charge whatever they want, regardless of the arranged price. That happened to several friends of mine in the US.
