A couple of weeks ago I saw three kids eating garbage out of a dumpster in our neighborhood and couldn't resist giving them some money for a good lunch. Now they come to our door asking for money every couple of days. We've been giving them food instead but they are becoming resentful and I can imagine that they might cause us more serious problems in the future.
Has anyone solved a similar problem?
 
Be honest, tell them that you're not rich, and you don't have money to give them all the time. Tell them that you can give them something once a month (first day, last day, something identifiable), and that's all. Or tell them you no longer have money to give them at all.

I've been stalked by people asking for money in my neighborhood, and unfortunately, the best solution I have found is to keep saying no until they give up.
