Well its a toughie. My boyfriends best friend is half Mapuche and is learning the language, my guess is somewhere in Patagonia .

Seriously though there is a village in Chubut that has about 500 people that are all Mapuche, or decendents that only speak the native language with each other, so maybe that's a good place to start?

Chile/Argentina in the Andes and the lakes district

Probably Santiago, as the Mapuches came from today's Chile.
The Tehuelches were the inhabitants of large parts of Patagonia (have you heard of Patoruzú?).
As they were nomads, their capital would be the only nomad capital in the World. The 'setlements' were called toldería by the Spanish.

Not having a capital or nation doesnt take away from they being a people. They inhabited / or were present (even if looping back and forth through )the greater region before it was sovereign to any nation. like the cherokee, or beduins, or innuit did in their regions.
