I would like to bring my Ipad when I visit so as to keep in touch with family
& friends by email / skype, I'll be there for a month. I would keep & use it in the apartment.
Is it wise to bring it ? will it work (would I need a new sim card) ?
Also is it legal & wise to carry mace ?

Your iPad with the SIM will work here but of course would be roaming if you use a US carrier. (but with Skype you aren't using the carrier service)

I have an iPad here without the SIM and just use the WIFI in home and around the city.

I use Skype also, and it works great.
