The Instituto Sueco Argentino (ISA) teaches Nordic languages but a while back they also taught Dutch. You could email them and ask if they are planning to start up again: [email protected]. Good luck!
I'm not Dutch but speak it and can introduce you to the basics. Can I ask why you want/need to learn Dutch? It's a seriously hard language to learn even when you're in the country - it would be very difficult if you're not in the country. How about looking for someone from NL who can give you lessons over skype?
