Milei lowers 'Impuesto PAIS' to 7.5%

"So far, talks on a new (IMF) programme haven’t moved forward in concrete terms while Milei maintains currency controls on a peso that Argentines see as overvalued."

I've read this phrase in so many places and I still can't figure out what it means. Who are all these argentines that think it's overvalued? Exporters perhaps, cuevas for sure, but does the commoner think it's overvalued?

When the commoner learns that prices of certain goods are higher in Arg than in Europe, or that sneakers are 1/3 of the price in Chile, when they see that travelling abroad is cheaper than going to the local beaches, etc.
