- the government will pay part of the wages for critical sectors
- the government will hand out loans
- the government will start big public works

Let's not forget who STARTED this. The virus originated in the unhygienic Wuhan central market (though there is some serious speculation that it was developed in a Wuhan lab and intended to be used against the Hong Kong protesters). When a doctor (now dead from the virus) discovered it the Chinese communist authorities suppressed the information. A lot of time was lost and the virus spread. No-one could have predicted such a deadly virus and how rapidly it would spread.

I don't think anyone can claim that the Chinese have exclusivity on that. Just look around you. Latam has plenty of that too. And they are certainly not the only ones eating weird shit either.
