Permission to take a child out of Argentina

My wife and her family are Americans. Her son works in the US. He has a 6 year old boy with an Argentine lady that refuses permission for the chld to leave Argentina. They have several elderly relatives in America that we'd like to child to get to know. Also his father would dearly like to see his son more often.
Is there any way that we could get permission to take the boy to the US for brief visits, contrary to his mothers wishes?
