Can a ebay bought...locked US contract cell phone be unlocked and jailbroken in Buenos Aires...will it work as a phone there? Or should I buy one in B A's.

Yes it can be jailbroken and unlocked here, but I would recommend you buy a cheap phone here as fancy phones attract a lot of unwanted attention in BA!
 
Depends on the phone (type/brand/model). Make sure you get a GSM phone. You can also unlock it yourself by buying an unlock code online. We did this recently with a Motorola Android phone from AT&T USA. Bought the unlock code online, unlocked it, and it works fine here.
 
The hspda frequencies for fast mobile internet (and 3g) vary from country to country and provider so be careful as you could end up with a phone that has slow internet speeds. Anything other than 3g on a HTC desire or iPhone would be so slow it would be almost pointless.

For Argentina you want a quad band phone with the lower band frequency being 850 not 900 mhz.

850 gives you fast 3g whereas 900 will only give you dialup modem speeds (gprs).
