Plenty of banknotes in Argentina, yet Argentines are not rich

Isnt that the same in every country on earth? Leon Musk, as a certain presidential candidate calls him, has plenty of banknotes. But somehow the majority of US workers earn something like $45,000 before taxes. Where, exactly, are the people rich ?
 
Inflation disproportionately effect the poor but income inequality even more so.

Look at Buenos Aires, a few miles from Puerto Madero which has a higher HDI than most countries on Earth and you're in Villa 31 where that Armenian guy got killed for his bicycle.
 
20,000 peso banknotes is news to me. A welcome change to be sure.
