the answer is- it depends.
Some areas it is possible. Usually you need a permit, and probably an architect, maybe an engineer.
Other areas it would be very difficult.
There is a type of zoning called "apto professional" which can be used for either an office or an apartment, and you could search for those on zona prop or argprop online.
But it would be difficult, time consuming, expensive, and, sometimes, impossible, to just pick any storefront or office in the city and try to make it a legal residence.
many artists live "illegally" in commercial spaces, but to buy, and expect to be able to sell later, you would want to be legal.
 
In 2022 there was a City of BA project to convert small offices downton into rental units for students.

Incentives for housing in the central area of the City
Credit for the acquisition of homes: Banco Ciudad will implement a line of credit called Purchasing Value Units (UVA), with a mortgage guarantee, aimed at promoting the acquisition of converted homes within the Central Area defined in this Law.

Incentives for rental Units: the Move to the Microcenter program will be created, which aims to grant a loan to all those tenants who enter into rental contracts for properties intended for single housing within the central area of the City, covering moving expenses and those related to the rental contract.
 
I was going to say more or less the same as, @Ries but also to ask a bit more of the OP: for instance are you looking at a particular project with a particular building in mind? Are you thinking of a redundant factory or warehouse rather than converting an office? Or are you just thinking in the abstract and finding out stuff in advance?
