Recommendations for clothes alterations

I've been using a great place to have clothes altered for the past few years Now, it seems that the price to alter the clothes cost more than what I paid for them. Well, slight exaggeration. I'd like to find a place that does inexpensive alternations. Will travel to save money, as long as it's in CF.
 
There is a woman who has a little shop on Alvarez Tomas (just past Teodoro Garcia). I think she's Russian or from somewhere in eastern europe. I've only visited a couple of times (once to have a hem taken up) and once to have a dress I bought made smaller by a couple of sizes. Both times she did an excellent job. From what I remember, she charged 20 pesos for the hemming and 40 pesos to make the dress smaller...Not sure how that compares to other places but seemed pretty reasonable to me.
The shop is closed for lunchtimes so if you do check it out, best to go early morning or later afternoon - I don't think it has a name.
