Report Animal Abuse?

The other day I seen a dog who was owned by a homeless man. He had sewed maybe 15 buttons or so into the ear of his dog and the dog seemed to be very uncomfortable and in pain. I can't stop thinking about this poor dog! So the question is, is there any way to report animal abuse here? Any shelters or anything? I really feel like I should do something but I don't even know where to start with this one!
 
there is a huge animal shelter in Montserrat on Santiago del Estero between Mexico and Chili that I pass by each day.....I see people bringing in sick or injured animals, also lots of people volunteer and walk dogs each day...sorry I dont know the name or contact info......
