Residency and CUIT

Hey everyone, I'm kinda new to B's A's and I'm wondering if anybody know the process of getting residency and a CUIT? I think I was told that i need a job to get a CUIT but I have been denied a job because I didn't have a CUIT and believe i read that I need to first get residency. Anyway, it's all kinda confusing.
If anybody had some insight on residency and CUIT, I would appreciate it.

If you enter CUIT and related words in the search engine you will find many threads on the subject.
