The part above was particularly funny (I actually laughed) and it shows that the author either has no clue of what he is talking about, he is intellectually dishonest or a combination of the two.
ICBMs stands for Inter Continental Ballistic Missiles. Those are the long range missiles able to travel across continents (hence the name) used by the large nuclear powers (US, Russia and China) to deliver nuclear warheads to their targets. Those same powers also implement radar tracking stations in multiple locations, so that they can detect any missiles that are launched against them.
So the author is implying that the Chinese station in Patagonia could be used for that purpose. There is only one problem with that assessment: Argentina, and specially Patagonia, is probably one of the WORST and most USELESS spots on the planet to place a tracking station for that purpose, since it is half planet away from any ICBM launching sites (they are all in the northern hemisphere) and also half planet away from any Chinese site that could be targeted by ICBMs (they are also all in the northern hemisphere). No Russian or American ICBM would pass anywhere close to Patagonia on their way to their Chinese targets.

This is pure anti-Chinese paranoia.
 
The article is a bit nuts. And it fails to mention the biggest danger to Argentina, which is AFIP. Turn off the power to AFIP, or hack and hold their systems for ransom, and the Argentinian economy will grind to an instant halt. No more invoices, no more bills, no more money moving around.
