I would imagine that if they could shift even a small amount of inquiries and online government processes with seniors to this, as opposed to paying employees in local government offices, they would save more than enough money to pay for giving away the tablets. This is very common in the USA, for example- the shifting of many low level government services to online only, and the subsequent reduction in bricks and mortar offices and employees. Its sort of the government version of automated checkout, which is more and more common in the states. They save lots of money.
