Student visa for middle easterns

Hey,
Me(Yemeni) and my friend (Irani) live in Dubai, does living in the UAE would be considered if we apply for tourist visa?
Is is that hard to get it?
And can we apply for student visa from here or we have to be in Argentina first?

Are you suggesting that entrance from Uruguay is "easy" for someone who does not have a tourist visa and is from a country that is on the list of those who´s citizens are required to have one issued by an Argentine consulate prior to their arrival?
