I am wondering if it would be legal to offer my skills (machinist,HVAC repair, general machinery repair,motorcycle mechanic) to the public for compensation. I don't need much, just to supplement my social security and small passive income. Is it possible to import used tools without duty?

You can bring your old tools with you flying in from abroad, as any other personal property. If it´s evident they are not brand new, or still packaged for sale, and you state they are for your own personal use, you won´t get hassled.
It may not be 100% legal, but if you work "a domicilio", i.e. at the clients´ homes, and you don´t have a storefront with a sign, and you don´t print any formal advertisements, you should also get away with that.
