Tropical storm off Uruguay Tuesday?

A rather dramatic announcement of the possibility of a sub tropical storm just off the River Plate this Tuesday.

We won´t be able to ask the Uruguyan meteorologists though if this is still valid -they are on strike!
However on this side of the river they expect a lot of rain possibly as early as midday tomorrow ,not torrential rain all at once but heavy rain over several hours. This is as much as I know for now.
