If I enter on a foreign passport with say $1K Usd cash..and i don't spend it all can I exit with some of said cash easily? Or will it be a quilombo with Afip...? :(
 
Yes. You can exit with ALL of it without any issues. It is your money. Your brought it in and you can leave with it, no issues.
 
And if I'm an Argentine national travelling on a 2nd passport will that still apply? Or am I subject to afip reporting rules ?

Are you an Argentinian resident? Meaning, do you live in Argentina and earn your wages here?
 
You don't have to worry even if you work here, the only thing that matter is that you cannot carry more than 10.000 usd without declare them
 
Just don't exchange more dollars into pesos than you need. :) They'll let you buy pesos very easily, but buying dollars back is the challenge (and where AFIP comes into play.)
