I know an Argentine woman who is going to be visiting the U.S. and an EU country. I'm wondering if she will be able to use credit and debir cards, issued by Argentina banks? Will she be able to use an American Express card, also issued in Argentina?

Depends on the issuing bank and credit card type (Visa/Master/Amexco). Locals advise their account executive here to activate and enable the card for overseas use.
