It's often a case that things are being blocked from "there" (wherever "there" is) rather than from "here." It's often to do with rights issues. The BBC iPlayer (for instance) makes all radio programmes available worldwide but limits TV to the UK only. The workaround is to connect via a proxy server with an IP address that the BBC recognises as being in the UK
It's not really that it's blocked here in particular. Many site where you can watch TV episodes online, like ABC, ITV, etc block IP addresses outside of the specific country.
