A friend of mine and his father (both Argentine citizens)...will be flying through Atlanta on their way to Europe for a holiday. They have a connecting flight..and have no plans to leave the airport (don't have a US visa) Is this a problem? Do they need a visa just to fly through the US?

Yes.

Yes - Unless it has changed recently, there is no such thing as transit through the USA anymore.. all airline passengers have to clear immigration/customs, so if you need a visa to visit the USA, you need a visa to transit.
I try never to fly via the states anymore because of this (even though i dont need a visa), as it is time consuming, and i have missed connecting flights because of this !!!

Thank You. I forwarded the information to my friend. They are going to the embassy 2day.

Really you should tell your friend to ask for a visitor visa, not a travel visa, as the conditions are virtually the same, and the visitor visa will give you much more.
