Votes for permanent residents?

Saw this in La Nacion.
Anibel Fernandez is proposing a new law allowing foreigners with perm res to vote in national elections.
I'm wondering what's behind this, being a cynical so and so.
Judging from the opinions put forward on this forum, I don't think they'd get too many favourable votes.

The want the Millions of poor economic immigrants whose votes they can continue to buy cheaply.

They wouldn't be proposing this if there were the slightest chance that it would work against them. I'm sure they've done the math and concluded that it would result in a net gain for FPV.

Also, permanent residents should keep in mind that voting in Argentina is compulsory for those between 18 and 70. I assume it would be for PRs as well.
