What areas of BA have underground power lines?

there is no substitute for spending a few months renting, and scouting out different areas. That video starts at the plaza in front of Teatro Colon- its right by the courthouse and all the lawyers offices and bookstores- not a place I would choose to live, although I have a friend from Washington State who spent 3 months about 2 blocks from there, and he found it convenient and friendly. But its pretty much businesses. Farther up Peron, in Once, it gets to be a lot of wholesalers and its very crowded. I buy supplies there sometimes, there are wholesale electronics, textiles, jewelry findings and tools, and much more.
