How can we re-think government to deliver more for less?

This is an initiative from the very official HM (British) Treasury : a kind of online enquiry. UK Citizens are invited to expose their views through a proposal method. Was adopted as well a rating system for each proposal.
Some proposals are extremists, others politically oriented, the ones about EU are 100% against the EU
D), some talk too about trees and nature but some seem to be more interesting, coming from everyday's people.
The proposition to tax the distance of foreign trucks on the UK territory seems totally legit to me.
The one (rated 4.2/5 ?!) to restablish death penalty reminds of the dangers of "direct democracy".
The one asking for militar cuts (especially in the nuclear with the Trident program... We have the same debate in France except we already took the decision to upgrade) seems dangerous to me.
