I am not sure if there is a barge "driving course/licence" here.
Usually, well in NZ (and i asume most other countries as NZ licence is valid in alot) you get a launch master certificate to navigate a boat for payment, or for fun there will be a skippers (day/coastal) certificate or boat masters for off shore, or similar.

Its a bit like a pilot licence, you get your private, then commercial, and then do a rating on the plane you want to fly - eg: 747 rating..

You begin your quest as a Deckhand and after about fifteen years, you may get permission to visit the Wheelhouse. You do not get to be the HMFIC from the get go. Good luck.

Check with Prefectura - they are the ones who issue pilot's licenses.
