Who give hotel star ratings?

I don't see where Argentina is mentioned in wikipedia. I'm not talking about TripAdvisor. Every hotel here is given stars which appear on the door of many. Who does the ranking? Government presumably but if so, what department? And what are the factors taken in to consideration?
 
It seems that every country makes their own parameters that make a hotel qualify for a certain star rating. In the US, it's more focused around luxury level, which is very different than in South America and Europe, where it seems to be more linked to amenities.
